    ·        Market and develop new business for SAIC within the Department of Health and Human Services (HHS).

    ·        Manage financial management systems software development at the Centers for Disease Control (CDC) and the Health Resources and Services Administration (HRSA).

    ·        Manage grants management systems development project at NCRR/NIH.

    ·        On-site IT Service Director for the National Institutes of Health, providing assistance to over 25,000 users.  Included desktop support, help desk services management, software development, training and network management.  Offices supported included the Center for Information Technology (CIT), the Office of Research Services (ORS), and the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS).

    ·        Interfaced with the customers and subcontractors on a daily basis. Hosted monthly briefings with customers to review project status.

    ·        Participated in the design, development and implementation of change control methodologies for the Software Development Group, Division of Customer Support (DCS) at CIT.

    ·        Managed 4 projects and supervised 45 SAIC and subcontractor personnel.  Reviewed staff performance and mentored staff for their career development.

    ??      $4.5 million, 5-year contract to provide help desk support for NIH/NIAMS. (Also served as Project Manager on this effort.)

    ??      $50 million/10year contract for NIH CIT Division of Customer Support (DCS). Contract value: $50 millions for 10 years. (Also served as Project Manager on this effort.)  This contract value had doubled in the last year due to NIH IT Outsourcing.

    ??      $28 million, 10-year contract for NIH Division of Network Systems & Telecommunication (DNST) Network Management. (Also served as Project Manager on this effort.)

    ??      $1.5 million Health Insurance Portability and Accountability Act (HIPAA) Assessment contract. 

    ??      $200K NIH Office of Research Services (ORS) Market Research & Outreach. (Also served as Project Manager on this effort.)

     

    05/1998-03/1999, Senior Business Analyst National Association of Security Dealers, Inc (NASD) Database Design and Support, Rockville, MD

    ·        Designed a financial database for this multi-million dollar contract. Database tracked all NASD application requirements and handled requests from external constituents.

    ·        Developed and implemented testing schedules in Microsoft Access; used Tivoli, Tandem and PL * and SQL to query database.

    ·        Worked with functional specialists and IT specialists to design testing requirements with all NASDQ member firms. Prepared requirements specifications and functional description documents.

    ·        Approved test plan specifications, oversaw testing and conducted quality assurance.

     

    10/1996-05/1998, Systems Development/Sr. Functional Analyst, Computer Data Systems Inc. (CDSI), Rockville, MD 

    ·        Functional lead for the development of large, complex programs for this multi-million dollar contract.

    ·        Designed accounting system interfaces and Y2K remediation efforts for Federal agencies, including National Oceanic Atmospheric Administration (NOAA), National Institute of Standards & Technology (NIST), and U.S. Courts.

    ·        Worked with functional specialists and IT specialists to design interface requirements i.e.FARS.  Responsible for testing and integrating i.e.FARS with procurement software for batch and online processes for the U.S. Department of Education.

    ·        Performed requirements analysis supporting i.e. FARS development and developed business process plan, using IEF Composer, SQL * Plus, and Oracle 7.3. 

    ·        Managed help desk operation for SAICON-i.e.FARS integration.

    ·        Designed account code structures and wrote requirements documents to modify the package for the Department of Education, Wisconsin and Nebraska Labor Departments.

    ·        Identified software change requests needed to modify i.e.FARS modules.

    Ms. Parker is a senior executive whose talents and experience are concentrated in business development, information technology, public health, and financial systems.   Her 20+ year career includes 12 years of international experience, of which 6 were spent in China and Taiwan. 

     

    As the Business Development Manager for SAIC and Northrop Grumman Corporation , etc., Ms. Parker was able to grow SAIC's healthcare business in bioinformatics, full life cycle software development and support at the National Institutes of Health (NIH), Center for Disease Control & Prevention (CDC) and Food & Drug Agency (FDA).  She achieved this while simultaneously managing several projects and supervising up to 95 SAIC and subcontractor personnel.  To achieve this growth Ms. Parker used her talents in networking and client relationships as well as her ability to manage winning proposals, from theme identification to final production. Ms. Parker’s interpersonal communication skills and emphasis on understanding her customer’s needs has been a key success factor in her business development efforts.  

     

    Ms. Parker also has 10 years of experience in managing complex IT and financial projects for the federal government, and has simultaneously managed large IT projects while serving as a capture and business development manager.  In 2005, Ms. Parker took a year of leave of Absence (LOA) from SAIC to return to Taiwan to help launch NHII.  She was able to build a successful customer base at Taiwan’s healthcare industry and won Starlims’ distribution right for Taiwan.
